Summary: The Assistant Transport Engineer role involves initiating, developing, and planning bus infrastructure projects in line with the Wiltshire Bus Service Improvement Plan and other local development plans. The position requires collaboration with internal teams and external partners to enhance bus service performance and passenger satisfaction. The role also includes project management, data analysis, and engagement with stakeholders to secure funding for improvements. This is a hybrid position based in Trowbridge for a duration of 3 months with the possibility of extension.

Key Responsibilities:

  • Plan and provide advice on the development of design solutions for bus infrastructure schemes.
  • Audit bus stop infrastructure to ensure compliance with Department for Transport guidelines.
  • Coordinate requests for new bus infrastructure and maintain existing infrastructure.
  • Commission data collection to inform decisions on bus infrastructure projects.
  • Undertake the Client role for bus infrastructure-related projects.
  • Collaborate with internal teams and external partners for new bus infrastructure development.
  • Work with stakeholders to improve bus passenger satisfaction and journey reliability.
  • Engage with elected representatives on bus infrastructure improvement projects.
  • Assist in preparing bids for funding for bus infrastructure improvements.
  • Monitor and assess the effectiveness of BSIP infrastructure schemes.
  • Update the BSIP and EP as required.

Key Skills:

  • First degree or HNC/HND equivalent in civil engineering or a transport-related subject.
  • Experience in passenger transport, transport planning, or civil engineering.
  • Proven project management skills.
  • Ability to analyze and evaluate transport-related data.
  • High level of communication, negotiation, and diplomacy skills.
  • Strong report writing and verbal communication skills.

Role: Assistant Transport Engineer

Job Description: To initiate, develop, and plan bus infrastructure projects as outlined in the Wiltshire Bus Service Improvement Plan (BSIP), Enhanced Partnership (EP) Scheme and Plans and other Wiltshire Council development plans.

Specific duties and responsibilities include:

  • To plan, provide advice and make decisions on the development of design solutions for bus infrastructure schemes on the highway. For example, assessing locations for new bus infrastructure such as bus shelters, stops and bus priority schemes.
  • Auditing of all bus stop infrastructure and ensuring this meets guidelines as specified by Department for Transport policy guidance.
  • Co-ordinating requests for new bus infrastructure and maintenance of existing infrastructure.
  • To commission data collection, such as traffic surveys, to improve our understanding of bus service performance and help make well- informed decisions on appropriate bus infrastructure projects in particular locations.
  • Undertaking the Client role for bus infrastructure-related projects and programmes.
  • Work with internal teams such Highways Development Control and Planning to co-ordinate and plan new bus infrastructure required as part of new development.
  • Work with external partners to deliver new bus infrastructure required as part of new development.
  • Work with our internal Highways and Transport Teams on bus infrastructure-related projects delivered by Wiltshire Council.
  • Work in partnership with bus operators and other stakeholders to identify and help deliver projects which help to improve bus passenger satisfaction, bus journey reliability and punctuality and increase passenger numbers. For example, through the provision of improved bus roadside infrastructure, such as shelters and Real-time Passenger Information.
  • To engage with Members and other elected representatives on bus infrastructure improvement projects.
  • To assist with the preparation of bids for funding for bus infrastructure improvements
  • To monitor and assess the effectiveness of BSIP infrastructure schemes.
  • To assist with updating the BSIP and EP as and when required.

Person Specification

Essential

  • First degree or HNC/HND equivalent in a civil engineering or a transport-related subject
  • Experience of working in a passenger transport, transport-planning or civil-engineering related position
  • Proven project management skills
  • Experience and ability to analyse and evaluate transport-related data.
  • High level of tact, diplomacy, negotiation and communication skills
  • High level of literacy - report writing; precise verbal and written communications.
  • High level of numeracy - data manipulation and statistical analysis skills
  • High level of computer literacy - including spreadsheets and GIS software packages plus other applications unique to the profession.

Desirable

  • Knowledge of transport policies at a local and national level.
  • Familiar with Highways/Transport Acts and relevant Highways legislation
  • Knowledge of how bus services are operated and planned
  • Knowledge of passenger transport regulations and the associated legislative framework
