What does a procurement contractor do?
Procurement contract work spans across the full spectrum of purchasing and supply chain management disciplines, from transactional buying and purchase order management through to strategic sourcing, category management, supplier relationship management, procurement transformation, and public sector procurement compliance. The procurement contracting market spans operational roles that maintain the flow of goods and services into an organisation, and more strategic roles that develop sourcing strategies, renegotiate major supplier contracts, and lead procurement capability improvement programmes. Contractors are brought in to cover vacancies, manage specific sourcing projects or retendering exercises, support procurement transformation programmes, or provide specialist expertise in particular categories or procurement regulations.
The skills expected of procurement contractors vary by seniority and the nature of the engagement. At the operational end, buyers and procurement officers need practical purchasing skills, familiarity with procurement systems including SAP Ariba, Coupa, or Oracle Purchasing, and the ability to manage suppliers and purchase orders efficiently within defined category strategies. At the strategic end, category managers and procurement directors need commercial negotiation expertise, category market knowledge, experience running competitive tendering processes, and the ability to develop and implement category strategies that deliver sustainable commercial value. What does Inside IR35 mean?
IR35 is UK tax legislation that determines whether a contractor is genuinely self-employed or working in a manner that resembles employment. When a contract is classified as inside IR35, income tax and National Insurance are deducted at source, typically via an umbrella company or agency PAYE. Headline day rates on inside IR35 engagements are generally higher than equivalent outside IR35 roles to account for the tax and employment cost structure.
Inside IR35 determinations are made where the working arrangements are considered to resemble employment, based on factors including the level of client control, the absence of a genuine right of substitution, and the presence of mutuality of obligation.
