Programme Manager (Digital, Data & Technology)

Summary: The role of Programme Manager focuses on leading a complex Digital, Data, and Technology workstream within a significant public sector transformation programme aimed at transitioning apprenticeship funding services. The position requires extensive experience in programme management, particularly in digital and technology transformations, and involves managing multiple stakeholders and cross-workstream dependencies. The contract is hybrid based in Edinburgh and runs until February 2027. The role is classified as inside IR35 with a competitive daily rate based on experience.

Key Responsibilities:

  • Lead delivery of the Digital, Data and Technology workstream, managing plans, budgets, milestones, risks and dependencies.
  • Establish and maintain programme governance, reporting to senior stakeholders and programme boards.
  • Coordinate technology, data, systems and digital service transition activities to ensure operational readiness.
  • Manage cross-workstream dependencies and stakeholder engagement across multiple organisations.
  • Oversee managed service arrangements, supplier relationships and transition planning.
  • Lead multidisciplinary teams, including Business Analysts and technical specialists.
  • Drive data migration, systems integration and service readiness activities.
  • Produce clear programme reporting covering progress, costs, risks and delivery confidence.

  • Strong background in organisational change, service transition or operational transformation.

  • Familiarity with Microsoft Dynamics 365, Power Platform or similar enterprise platforms.
