Overview

The MoJ Property Directorate is a customer focused organisation that exists to enable our customers to perform to their very best.

Our job is to manage one of the most diverse and complex estates in Government – hosted by the Ministry of Justice (MoJ).

Our remit brings together a property portfolio including Prisons, Probation, and MoJ HQ and Arm’s Length Bodies.

MoJ Property provides specialist services including Facilities Management, Health and Safety, Fire Safety and Security, Technical Design expertise, and Sustainability.

Additionally, we have business management teams supporting the entire Directorate and each of our partners is supported by Account Management teams.

We oversee a substantial portfolio which consists of properties valued at £9.3bn for the MoJ alone.

We are part of the Government Property Profession (GPP) and through active membership and engagement we will work with the Office of Government Property to develop the maturity of the profession and encourage our people to join the GPP.

We continue to build our capability through training and recruitment, aspiring to be the best that we can be as individuals and as a Directorate.

Please note that

external candidates will be offered Fixed Term contracts for 12 months with the possibility of an extension (subject to funding), existing Civil Service employees will be onboarded on loan or secondment terms and conditions.

If you are a civil servant on a permanent contract and you are successful, we will discuss with your current line manager to put in place a loan or secondment from your current position.

If you are currently a lower grade than the one you have applied for, you will be given a Temporary Responsibility Allowance.

Team Overview

The Demobilisation Team sits in the Property Transformation Programme.

The team is responsible for managing, planning and delivering the mobilisation of new Total Facilities Management/Workplace Services Management contracts, and demobilisation of the current FM contracts.

The Demobilisation Manager will be managed by a Senior Demobilisation Manager and will not have line management responsibilities.

Role Purpose

The Demobilisation Manager leads the planning and delivery of complex Facilities Management (FM) contract exits across the MoJ estate.

Operating within the Property Transformation Programme, this role ensures that the transition from outgoing to incoming suppliers is strategically managed, compliant with contractual obligations, and minimises disruption to operations.

The postholder must bring a strong grasp of FM operational delivery, contract management, and supplier relationship management, particularly in a government or secure estate environment.

Responsibilities will include the following:

  • Lead the demobilisation of outgoing Hard and Soft FM contracts in line with agreed programme timelines.
  • Oversee service continuity and ensure alignment with mobilisation and operational readiness of new suppliers.
  • Maintain focus on operational delivery standards and ensure key services remain safe, statutory-compliant, and functional during exit periods.
  • Interpret and apply contract terms from NEC3 Term Service Contracts and MoJ-specific requirements.
  • Monitor supplier performance against end-of-term obligations, manage non-compliance and escalate risk where necessary.
  • Ensure auditable closure of contracts including TUPE, asset registers, data handover, and performance reconciliation.
  • Act as the lead interface with incumbent FM providers, ensuring clarity of demobilisation scope and expectations.
  • Foster strong working relationships with internal stakeholders, mobilisation leads, commercial teams, operational property leads, and the Workplace Services Management (WSM) provider.
  • Support SRM principles by enabling fair, transparent and constructive engagement with outgoing suppliers during transition.
  • Identify, assess and manage risks to service delivery throughout the demobilisation period.
  • Develop contingency plans to address delays, underperformance or unforeseen exit challenges.
  • Escalate issues affecting the continuity or safety of operations across the secure estate.
  • Provide regular reports, metrics and status updates to the Senior Demobilisation Manager and programme boards.
  • Ensure consistent use of demobilisation checklists, logs, trackers and exit plans in accordance with programme governance.
  • Capture and share lessons learned and contribute to continuous improvement of FM transition processes.

Essential Skills and Experience

  • Excellent interpersonal and communication skills with proven experience in supplier relationship management within FM. (Assessed via Statement of Suitability and CV)
  • Confident interpreting technical FM data and applying operational knowledge to service transition scenarios. (Assessed via Statement of Suitability and CV)
  • Significant experience delivering FM operational services or overseeing supplier performance in complex, multi-site estates. (Assessed via Statement of Suitability and CV)
  • Proven track record in managing outsourced FM contracts, with a clear understanding of the operational and contractual interdependencies. (Assessed via Statement of Suitability and CV)

Essential Government Property Profession (GPP) Technical Skills

The GPP Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession.

This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken.

However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice.

Those with a property background at any level are encouraged to register with the GPP, which exists to support property practitioners at all levels.

This role is a Facilities Management role at Practitioner level.

Technical skills in Facilities Management of Customer & Client Service, Analytical Decision Making, Sustainable Practice and Commercial Acumen are sought – these are described in the GPP Framework.

Desirable:

  • Understanding of contract management in a public procurement context, particularly NEC3/NEC4 and CCS frameworks.
  • Demonstrated experience of working within secure or regulated government environments (e.g., MoJ, NHS, Defence, Education).
  • Strong organisational skills and ability to manage multiple priorities across diverse stakeholder groups.
  • Experience in managing demobilisation or mobilisation of outsourced FM contracts.

Travel Requirements

The role will involve ad hoc site visits and monthly face to face team meetings with overnight stays.
