Summary: The role of Shared KPIs & Scaling Digital Consultant involves supporting a large-scale transformation programme within the Central Government sector, focusing on performance management and digital adoption. Key Responsibilities:

  • Design KPI and performance measurement frameworks that support organisational transformation and digital adoption
  • Define success measures, benefits realisation approaches and value-tracking mechanisms
  • Assess current operating models, processes and organisational capabilities
  • Identify upstream and downstream dependencies impacting performance and scalability
  • Develop prioritisation approaches and implementation roadmaps
  • Facilitate workshops and stakeholder engagement sessions across business and technology teams
  • Work closely with Digital, Data and Architecture stakeholders to understand current and future-state capabilities
  • Produce evidence-based recommendations to support investment and future delivery decisions
  • Build alignment across operational, policy, digital and technology functions
  • Translate complex challenges into practical and actionable delivery plans

Key Skills:

  • Experience delivering transformation programmes within Government, Public Sector or similarly complex regulated environments
  • Active SC Clearance
  • Strong experience designing KPI frameworks, performance measures and reporting structures
  • Demonstrable experience in benefits realisation and value measurement
  • Experience assessing operating models and supporting large-scale organisational change initiatives
  • Ability to translate strategic objectives into practical roadmaps and implementation plans
  • Strong stakeholder management experience across both business and technology teams
  • Ability to engage credibly with Digital, Data and Architecture leadership
  • Consultancy background with strong analytical, facilitation and problem-solving skills

Our client is delivering a large-scale transformation programme focused on improving organisational performance, scaling digital capability and enabling the successful adoption of new ways of working across a complex operational environment.

They require an experienced consultant to join an established transformation team supporting a high-profile programme focused on performance management, digital adoption and organisational scalability.

This role will play a key part in helping the organisation understand how success should be measured, where barriers currently exist and what needs to happen to support future growth and capability expansion.

Working across operational, policy, digital and data stakeholders, you will help develop shared KPI frameworks, define benefits measurement approaches and shape practical roadmaps that support long-term implementation.

You will be expected to combine structured analysis with stakeholder engagement to build alignment across multiple teams and functions.

This is a consulting and strategy-focused role rather than a hands-on technical delivery or architecture position.

However, you will need enough technical credibility to engage confidently with Digital, Data and Architecture stakeholders and understand the dependencies impacting successful implementation.
